The Value Management Strategy Construction Essay

The Value Management Strategy Construction Essay According to Merna in (Smith, 2002) the term Value Management (VM) tend to be a blanket term that include many value techniques such as Value Planning (VP) , Value Engineering (VE) and Value Analysis (VA), therefore the definition of VM may vary from country to country and from industry to an other, the Institute of Value Management (IVM, 2010) takes Value Management as the tools and techniques concerned with improving and sustaining a desirable balance between the wants and needs of stakeholders and the resources needed to satisfy them. Its the process in which the functional benefits of the project are explicated and appraised consistent with the value system determined by the client (Kelly et al., 2004). British Standard define VM as the management style that can motivate people, develops skills and promote innovation (BSI., 2000) It is the relationship between the satisfaction of needs and the resources required in achieving that satisfaction (Venkataraman and Pinto, 2008). CIRIA defines VM as the structure approach that help defining the clients value requirements and ensure the delivery of that value through the design and construction process (Connaughton and Green, 1996), the institution of civil engineers (ICE) definition of VM take it as a set of techniques and tools to enhance the project (ICE., 1996) while (BRE, 2010) defines Value engineering (VE) as a pro-active, creative, team approach to problem-solving in construction projects to provide the best value for money. Australian based Department of Human Service (DHS) defines VM as the systematic review of the essential functions or performance of a capital project to ensure that best value for money is achieved. (Chen et al., 2009) considered Value Engineering (VE) as the organized application that uses both technical and non-technical knowledge and skills to eliminate unnecessary cost in the project. VM derives its power from being a team based, process-driven methodology and has been dominated by the north American thinking since its early days (Male et al., 2007) where Americans generally refer to the technique as Value Methodology (VM) which emerged in 1940s as a response to increasing pressure to gain more with fewer resources (Wilson, 2005). The origin of first Value Management application can be traced back to Miles a Purchasing engineer with General Electric who developed the first Value Analysis (VA) plan and the Society of American Value Engineers (SAVE), which was founded in Washington, DC, in 1959 is the premier international society devoted to the advancement and promotion of the value methodology (Alalshikh and Male, 2009).(SAVE, 2007) defined the value methodology as the systematic process used by a multidisciplinary team to improve the value of a project through the analysis of its functions. The application of value management as a formal technique will largely de pend on the value of a particular project and the level of risk involved Value management usually incorporates a series of workshops, interviews and reviews, through which the project requirements are evaluated against the means of achieving them. There are many reasons to use VM in projects one of them is the poor definition of projects at early stage as it is crucial to ensure the project success this poor definition normally comes from the shortage of time given out at that stage, therefore the stakeholders are required to define the project scope and need at early stage (Smith, 2002). In addition to that there are always elements in the project with poor value and using VM can help remove those elements. This paper will look to the VM strategy for Old Cross Community Fitness Centre (OCCFC) through evaluating and appraising the group work, the paper first define VM and traced back its origin, then moves into giving short brief about the project which is the subject of the study. Then the paper shows the steps taking in deciding the best VM study style, after that the paper moved into the generic processes of VM from the Orientation and Diagnosis phase, the Workshop phase and the implementation phase by detailing each one of the components and concentrated in workshop phase as that stage represents the team work. The environment or the context of study, the participants and why they are needed and the inputs and delivery of the study are covered and the paper concluded by the best way of implementing the study outcomes. The critical appraisal for the VM strategy adopted by the team will look at the different processes of VM study and how the team dealt with it and compare the group work with the best practise and published literature in the field, giving rationale and justify the group trends, highlights the group major disagreement with the VM best practise and define strength and weaknesses behind their choices. According to (Male et al., 1998) the VM study style represent method and approaches those need to be used during the VM workshop, it is the outcome of the stage in the project life cycle at which VM study is carried out and to do so the identification of the project current intervention point is needed. (Connaughton and Green, 1996) identified four VM/VE (Value Engineering) intervention stages as follows: concept, feasibility, scheme design and detail design while Male et al. (1998), stated that there is a generally held consensus that the following six opportunities help to achieve the highest effect on any project during a VM studys lifecycle: the pre-brief, briefing, concept design, Charette (Brief Review Workshop), detail design, and operational study (during the construction phase). In this phase of the study the Value Manager should be appointed and normally the Value Manager will held meeting with the clients in order to define objectives of Value Study, gain commitment from stakeholders and agree a bout how the value study programme should be implemented. Meeting with project sponsors and reviewing of documents is likely to happen at this stage along with conducting interviews with relevant stakeholders (Male and Kelly, 2004), selection of the participants in the value study and gathering of information is a crucial part in the this phase (Abidin and Pasquire, 2007). The structure of the value problems in details and the discussion of possible solution along with the agenda for the workshop phase are important parts in this phase and may also include how the workshop should be implemented (Male and Kelly, 2004). In this phase the team decided that more information is needed (documents, contracts, organisation, structure, client requirements, scope and more in terviews and reviews) the group also discovered the need to interrogate the project to align with strategic objectives and the understanding of the organization structure. In order to succeed it is important to know where is the project in relation to life cycle, other VM challenges/problems that are not stated need to be highlighted. All these requirements are essential in this part of the phase (the orientation).on the other hand the diagnosis also has its requirements, from the location of the site and whether it is suitable for such kind of projects, to the political factors surrounding the project without neglecting the effect of fund diversion and how the facility is going to be used. For this phase the group assumed that the investment and the brief have been sorted and duration of 15-20 days has been assigned to this phase to allow time for conducting more interviews with stakeholders and cost consultant in particular The team can be either external or existing team; the use of external team is not beneficial as conflict may arise between existing design team and external team, in addition to that the using of existing team can help in cost reduction, better development of ideas due to experience within the project, open communication and increased in implementation (Male et al., 1998). Building Research Establishment (BRE) stated that the team must represent relevant stakeholders, internal or external facilitator while. The group work choose a team that represent Newton council key members, cost consultant, architect, quantity surveyor, structural engineer, electro-mechanical engineer, relevant stakeholders and two team leaders (facilitators). That selection generally match with (Alalshikh and Male, 2009) as they composited the team in this stage with the Client representatives, end user , design team and project management team. (Male et al., 1998) mentioned five approach of VM study depends on the team composition and the team selected by the group tends to match his VM3 approach, where the personnel are the study facilitator and client representatives together with the project design team The benefits of VM have found to be most effective when an independent facilitator of the consultant/contractor team is appointed (DHS, 2010) . The group work did not mention whether those facilitators are independent or not. (ICE) suggest the team must include all relevant disciplines, have authorised decision maker and be led by value manager without mentioning the size of the team, that explain why Newton Council need to be represented as they are the decision makers. According to (Hoekstra, 2006) most owners lean towards a small 5 to 7 member VE team; one person per discipline, with no duplication, the group trend may be compatible with Hoekstra as the team represents 5 different disciplines if stakeholders , Newton council members and facilitators of the study excluded, Hoekstra also mentioned that the team may include operations, management, ITS, safety, public information, environmental and maintenance disciplines to ensure the coverage of all project aspects. Its clearly noticed that the group work tends to ignore those disciplines although in the size of the team they mentioned that it may reach 16 with variation during the study process without clear identification of the additional members and whether any considerations for other disciplines are taken into account or just that additional proportion of the size was completely assigned to the stakeholders and council members. CIRIA on the other hand recommend the use of value manager who may be either from external organization or in-house (Connaughton and Green, 1996). Again the group did not mention that and whether the two facilitators are part of the consultant/contractor team or not. One important part in the team dynamics is the facilitator and its role during study, according to (Kaufman, 2006) facilitation is the vehicle that guide the VM discipline into a viable process and there are many different type of facilitation, normally the VM facilitator involved before the project begins , being a part of deciding the discipline required in the VM team and determining the size of the team therefore the facilitator need to be well equipped with although the group has motioned the need for two facilitators in their study, they did not mention at which stage these facilitator have been brought into the project and that has a crucial impact in the kind of facilitation to be followed during the study, According to (SAVE, 2007) many factors govern the duration needed to execute the Job Plan in a value study: the size and complexity of the project, the stage of project development, the estimated cost of the project while the typical duration for the Workshop Stage is five-days, which does not include the Pre-Workshop ( orientation diagnosis) and Post-Workshop phase (implementation), (Hunter and Kelly, 2007) stated that there is a difference between study duration on the US and UK as only 1 day is given for the workshop duration in UK while its between 3-5 days in the US which is more compatible with the SAVE guidance in workshop. The group work assigned 2 days to complete the workshop phase which is between the UK the US practise in regard to the duration of the workshop

Study On Science And Mathematics In English

Study On Science And Mathematics In English My name is Chung Wan Teng, studying in the diploma in business management course at Olympia College Ipoh. As mentioned-above, I would like to support all students must use the teaching of Science and Mathematics in English. As a student, I want to take this opportunity sharing my opinion about support to teach of Science and Mathematics in English. 2. Recently the popular issue in our social about the teaching of Science and Mathematics in English is arguing at newspapers, televisions and internet. The research shows (Ong Saw Lan, School of Education Studies, and University Sains Malaysia) that in 2003, the Malaysian government implemented a new policy in the national education system. That is English is made the language of instruction in schools for teaching of Sciences, Mathematics. During the previous years, these subjects have been taught in Malay language but seems like no any improvement from students and parents. Besides that, the purpose of using English to teach these subjects is to enable students to improve in their English and SINGAPORE is a good example of the value of English to teach Mathematics and Science. They are using English to study, learn, communicate and write. Therefore, they can talk English correctly with their family, friends and tourists. They are keeping improve themselves anytime. 3. In addition, I believe that the teaching and learning of Science and Mathematics in English not only pave the way for a borderless society and it also motivates students to learn more than one language efficiently and students will get benefit in this way. As we all know that English is the language spoken internationally and mastery in this language would allow easy access to information in these fields. The decision to change the medium of instruction from the Malay language to English for the teaching and learning of Science and Mathematics subjects was made based on the governments concern on the nations human capital development towards and wish to achieve the standard of a developed country, as well as an early preparation to compete in the era of globalization. 4. The Star Online (2011) in its front pages states that some of Sarawaks top educationists are saying the importance of English as a global language must not be denied. Therefore, we cannot ignore English and it is international language. These are few advantages for students if teaching of Sciences and Mathematics in English. First, students can easily adapt when they enter university, especially oversea universities. If they do not know to talk in English, they will be unsafely because they dont know how to talk other country mother tongue. The second advantages is if use English for teaching these subjects, student can improve their English in many aspect such as communicate skill, comprehension, reading and writing skill. On the other hand, if some students are poor in English, they can go tuition centre to learn English like Erican. There will provide professional teacher to teach and guide them correctly. Thirdly, being able to learn Sciences and Mathematics in English to make students can cope and handle with their further studies well. This is a significant advantage to learn these subjects in English. Fourthly, it also helps students in their future career. If has a local student to be a scientist, or work in medical professions, the student cannot explain the findings to the world as he does not know the knowledge of Scientific English. Another example is if a businessman needs using the Mathematics terms in English, otherwise he possibly can expand to the outside world perhaps he can get a good future at outside. Another advantage is information access. Some of the well-known math and science journals, including Annals of Mathematics, Nature and Science, are written in English. These journals are more widely cited by scholars than similar journals. Many respected journals are translated into other languages, but the earliest and most accurate accounts of the authors words are always in English. In university science courses, access to the latest information can mean the difference between a good and great student. This constitutes a considerable academic advantage to learning math and science in English. For mathematics students, having access to newly developed proofs and theorems can make the difference when giving presentations at math conferences and competitions. 5. Therefore, for my opinion Sciences and Mathematics should be taught in English to equip Malaysian students with this language skill for a competitive world. As I mentioned above English is often used as an international languages creates a great ease in communication among people who would otherwise probably never be able to communicate. For my view, actually teaching of Mathematics and Science in English is viable because we have enough resources, materials and expertise knowledge. We have a first-class plan but we just need more time to effectively implement the plan in nationwide. In this case, I am not the means to against Bahasa Malaysia and I do know that its our national language, but what I am saying that is using English to teach these subjects will bring a lot of benefits as I mentioned above. 6. The research shows that (The Star Online, 2008) by Mahendran Maniam, Seri Kembangan, Selangor said English in Sciences and Mathematics can help increase proficiency. I am fully support this point. This is because teaching of Sciences and Mathematics in English would help the students especially the youngest youth. They are able to get more information and resources from network TV, internet and some high quality references books because most of them are English. Therefore I would know that some of the scientific terms from English which have similar spelling, for example computer komputer, science sains, constant konstanta, logarithm logaritma and so on. If a student say cannot understand English, why visit blogger, Facebook, Google and msn on English not a problem. They are just finding excuse to lie on themselves. So, I think teaching Sciences and Mathematics in English are not a problem for student. In conclusion, this all is the reasons why I support using English to teach Science and Mathematics because it provides many benefits to students. As we all know that English is a national language and it also important in our life. I hope the government will agree and continue with the teaching of both of these subjects in English because we need to look ahead and move forward to get a best life in future. Student will be more talkative in English when they study at overseas university and working in a company which is using English to communicate. Besides that, I would like to mention again Im not against Bahasa Melayu (our nation language), because English will be more useful in our future life. Therefore, I hope Sir to support my stand of teaching Science and Mathematics in English. Thank you for spend your time reading my opinion. This all are the benefits of teaching Science and Mathematics in English. I hope to hear from you soon regarding. Your faithfully, _________________ ( CHUNG WAN TENG) http://webmastermalaysia.com/mamak-stall/18270-please-support-teaching-math-science-english.html http://thestar.com.my/news/story.asp?file=/2008/11/23/focus/2615885HYPERLINK http://thestar.com.my/news/story.asp?file=/2008/11/23/focus/2615885sec=focusHYPERLINK http://thestar.com.my/news/story.asp?file=/2008/11/23/focus/2615885sec=focussec=focus Teaching of Mathematics and Science in English   PPSMI http://thestar.com.my/news/story.asp?file=/2011/11/6/sarawak/9849571HYPERLINK http://thestar.com.my/news/story.asp?file=/2011/11/6/sarawak/9849571sec=sarawakHYPERLINK http://thestar.com.my/news/story.asp?file=/2011/11/6/sarawak/9849571sec=sarawaksec=sarawak http://web.usm.my/education/publication/jpp23-8_maths%20and%20science%20in%20english.pdf http://howtoteachenglisheffectively.blogspot.com/2012/05/math-and-science-should-be-taught-in.html http://www.recom.org/forum/showthread.php?t=5937 Strengthening English by improving the teaching of  English http://prasys.info/2009/03/my-thoughts-on-science-and-maths-in-english/

Essay --

A camp focused on not only torture but death. something so permanent, so final. thousands of prisoners thrown in this camp every day just to be killed (about 800,000). With no rhyme or reason, besides the thought of the jews being completely worthless and not even deserving of living on this earth and breathing the air. The logic in this time is completely lost, they jews were treated no better than dirt under the guards shoes. On a list of the nine worst concentration camps Treblinka is the second. ( the first being the worst.) This camp in particular has gas chambers made to look like showers. even including shower faucets and tile. With pipes running across the ceiling which of course was designed to appear as pipes for the water when in reality the pipes were filled with carbon monoxide gas ( a deadly gas). When the prisoners piled in they were gassed to death. The guards often referred to the tunnels to the chambers as â€Å" the road to heaven†. The other prisoners were sometimes just machine gunned or even â€Å"spilled onto the railroad platform† Bodies were often thrown into huge ditches located east of the chambers. Containing nothing but filthy, scrawny, and hopeless bodies. Five thousand to seven thousand Jews arrived each day increases to about 12,000 a day, though thousands were dead on arrival. This camp was the the last camp whose sole purpose was â€Å"extermination†. It was only fifty miles from the large city of warsaw, which blows my mind that people will still fully confidently try to convince people that the camps never happened. It became known as Treblinka I when the death camp, Treblinka II, was built. The camp was laid out in an irregular rectangle, 400 m by 600 m, surrounded by barbed wire and anti- tank spanish hors... ...revolt took place, approximately two hundred managed to break out. Only sixty of those who escaped were alive at the end of the war to tell the world about the horrors of the awful, terrific camp called Treblinka. When this final gassing was completed, the camp area was ploughed over and trees were planted. The camp was turned into a farm, a guard then settled with his family to protect the crime scene. Perhaps because people were very interested in the rumors they were hearing about what the germans had been conducting in this camp. I would find it hard to believe too, in order to take in all the cold hard facts I also would want to see it with my own eyes. It was because of all the other people who also felt this way that the retired guard felt obligated to â€Å"protect and or guard† the historical area of land where the unforgettable and unbelievable took place.

Saddam Hussein: The U.S Portrayal of Evil Encarnate :: American America History

Saddam Hussein: The U.S Portrayal of Evil Encarnate When Iraq invaded and occupied the country of Kuwait in August 1990, the Bush administration was faced with several dilemmas. From a foreign policy point of view, this action could greatly destabilize the balance of power in a part of the world that was vital to U.S. interests. The United States was dependant on a continuous flow of oil to drive its economic machine, which Kuwait supplied greatly. In addition, this move would put more power into the hands of a government that was not only unfriendly to the U.S., but a sworn enemy of the state of Israel, a strong U.S. ally. In addition to, the fall of communism had created what George Bush had described as, "A new world order," and would become the first major test of how the U.S. would handle its role as the sole remaining super power in this "new world order." There were many challenges facing the Bush administration as to the manner in which they would handle this first major international crisis. The Bush administration had to dev elop a consensus of the major remaining powers, and appear not acting alone in its response to President Saddam Hussein's actions of invading Kuwait. They also yearned to keep Israel from being involved so as not to alienate the remaining Middle Eastern nations. Lastly, they faced a domestic dilemma, in that much of the American public had significant reservations about involving U.S. troops involved in a foreign conflict. There remained a bad taste of Vietnam among the American public, and there were very mixed responses to American involvement in Somalia, Nicaragua, and Grenada. For the Bush administration, Hussein was not a merchant who could be bargained with, but rather an outlaw who would have to be defeated by force. The Bush administration was faced with a task of developing (more or less) overwhelming support from the U.S. people to take any action in Kuwait, which was accomplished by a dramatic public relations move to demonize Saddam Hussein in the eyes of the American pe ople. The task of the United States demonizing Saddam Hussein was facilitated by many factors, both real and imaginary; a mixture of true facts and public relations image making. On the fact side, Saddam Hussein was indeed a dictator, and responsible for some true atrocities. Hussein ruled with an iron fist. Most accounts of political analysts looking at Iraq agree that his rein was one characterized by fear of the state. The plot tells the story of Naruto Uzumaki, an adolescent ninja who constantly searches for recognition and aspires to become a Hokage, the ninja in his village that is acknowledged as the leader and the strongest of all. The series is based on a one-shot comic by Kishimoto that was published in the August 1997 issue of Akamaru Jump. The manga was first published by Shueisha in 1999 in the 43rd issue of Japan's Weekly Shonen Jump magazine. Currently, the manga is still being serialized with fifty-one tankobon volumes released so far. The manga was later adapted into an anime, which was produced by Studio Pierrot and Aniplex. It premiered across Japan on the terrestrial TV Tokyo network and the anime satellite television network Animax on October 3, 2002.The first series lasted 220 episodes, while Naruto: Shippuden, a sequel to the original series, has been airing since February 15, 2007. In addition to the anime series, Studio Pierrot has developed six movies for the series and several original video animations (OVAs). Other types of merchandise include light novels, video games and trading cards developed by several companies. Viz Media has licensed the manga and anime for North American production.Viz has been publishing the series in their Shonen Jump magazine, and as well as the indidividual volumes. The anime series began airing in the United States and Canada in 2005, and later in the United Kingdom and Australia in 2006 and 2007, respectively. The important is that leaders who stand by their president should understand leadership styles and other factors such as cultural change, enumeration gaps, different reporting leaderships, wellness and effective communication principles that shape how they interact with other people. Our leadership development in this seminar is not for just to know about the History of the Presidents but also applying strategies in leadership. Not only that but also the values that we gain physically, mentally, socially, and spiritually.Review of related literature According to Brenda British, Knick Martin, Amy Sticking, Betray Tomato and Patti Tuck on their study â€Å"Literacy in Aftershock Programs† that one of heir goal is to build local capacity rich academic content through engaging and challenging activities, defined for purpose as academic enrichment. It is our belief that aftershock programs should not simply duplicate or extend the school day, but offer high-interest alternatives th at supplement school- day learning in a variety of ways.To do this successfully, aftershock programs must first consider the range of factors that contribute to providing effective academic enrichment to participants' . Et al â€Å"Literacy in Aftershock Programs†, 2005. The Impact of After School Programs That Promote Personal and Social Skills† by Joseph A. Durbar and Roger P. Heisenberg also studies about the impact of after-school programs. On the negative side, the unsupervised time puts youth at risk for such negative outcomes as academic and behavioral problems, drug use and other types of risky behavior (Hessian & Cottonseeds, 2001 On the positive side, young people benefit when they spend time engaged in structured pursuits that offer opportunities for positive interactions with adults and peers, encourage them to contribute and aka initiative, and contain challenging and engaging tasks that help them develop and apply new skills and personal talents (American Y outh Policy Forum, 2006; Carnegie Corporation, 1992; Larson & Verna, 1999; National Research Council & Institute of Medicine, 2002) . T al ‘The Impact of After- School Programs That Promote Personal and Social Skills†, 2007. â€Å"After-School Programs in the 21 SST Century† of Harvard Family Research Project. According to them, the country is now engaged in public discussions about how to best expand time and opportunities for children and youth in ND out of school in order to actively and effectively support their learning and development across the day, throughout the year, and from kindergarten through high school. Debate continues about the range of academic, social, and other types of knowledge and skills that children and youth will need to succeed as workers, citizens, and family and community members in a global world. However, most would agree that this list of knowledge and skills includes the kinds of outcomes that research suggests can be achieved thro ugh sustained participation in well-structured and well implemented after school programs and activities. Well-implemented programs can have a positive impact on a range of academic, social, prevention, and other outcomes, particularly for disadvantaged children and youth. .Et al #after; School Programs in the 21 SST Century†, 2008. Theoretical Framework According to George Herbert Mead's â€Å"symbolic interactions perspective† or â€Å"symbolic interactions†, we act towards people or things with regards to the definition we give to it.With the use of language we are giving meaning to people or things to communicate or to better understand each other. Symbolic interpretation is the way that we interpret things around us. In the way we understand symbols are modified through our thoughts. Minding/ inner conversation is a reflective pause or the two seconds halt our brain does when we are constructing what to reply. In the seminar we have encountered, we symbolize s the Presidents of the Philippines in we tackle their lives and what they have do or what they have contribute to the Philippines. It was also a successful way to present the present the Presidents of the Philippines that we have interpret them.
